To provide graduate level courses of instruction and other facilities for the pursuit of learning and to make those facilities available on proper terms to such persons as are equipped to benefit from them.

To encourage studies and research works that will improve the standard of living of the Ethiopian communities in particular and Africans in general.
To carry out integrated and comprehensive research leading to the application of new technology to the Ethiopian context through collaborative linkages with other academic and research institutions in Africa and the rest of the world.
To establish a centre for entrepreneurial studies to stimulate job creation and innovative abilities in students from onset of their studies, in such a way that graduates shall be resourceful, self-reliant and job creators.

Masters program may have a non-thesis option which can be supported with project work and the duration of the programs is planned to be from
- 18-24 months (3-4 semesters) for full time students and
- 24-36 months (4-6 semesters) for part-time students.
The goals of this graduate institute is in agreement with objectives of the National Policy on Higher education in seeking to guarantee access to post graduate level education for all Ethiopians, as well as to make sure that education addresses the needs of individuals and the countries in East Africa.
